There are multiple resources from local organizations, online industry magazines, etc. Personally, anything that is adopted by and used or enforced as a law, should be publicly available, freely, easily, free of impedance. Also, some of the data found in the standards, all standards really, is contraindicated by common best practices, not to mention that by the time it is ratified by a local jurisdiction or amended to a firms specifications, there are already many items that are outdated. Citizen has the right in many places, if not all, to pull permits and do their own work on their properties. You say that the people using these codes are usually enterprises, for profit companies, true. Yes, it basically is NFPA 70 & if you've done it enough times or are pretty good at disassembling & reassembling the websites nomenclature, after digging through a hundred of thousands of useless parts and sections, you can find the equivalent codes, for viewing in a horrible format with sections and entire sentences blurred purposefully. If the bill of rights or constitution were copyrighted and only available on CD or as a physical book at an exorbitant from a single source, say the library of congress, that would surely upset a lot of people. The NEC book a good purchase? Personally, I believe it is ridiculous that something can be adopted by jurisdictions, in turn making it LAW, except the laws you are supposed to follow, are not publicly available online or as a pdf.
